So the NFPA regulations use this term quite a bit, but does anyone know how most Authorities Having Jurisdiction define it?
Obviously Propane Canons and that awesome puppet would be considered Flame Effects. What about puppets that were only on fire and didn't breathe? Would operators include Fire breathers and Spinners?

Mon, April 6, 2009 - 10:38 PMAn operator is generally one who controls a machine or device. It's generally someone who needs to be competent operating that device to protect the device, himself and others.
Fire breathers and spinners are performers. "Operator" would be a very silly word for them IMO. Generally these types of things are just open flames as far as authorities are concerned and if they want you to stop what you're doing, that's how they will treat them.
